NBSC CPES TEAM BENCHMARKS BEST PRACTICES AT CARAGA STATE UNIVERSITY
Northern Bukidnon State College (NBSC) Constructors’ Performance Evaluation System (CPES) Team conducted a benchmarking activity at Caraga State University (CSU) in Butuan City on September 17, 2026, to gain insights into the university’s established practices, institutional processes, and implementation mechanisms for CPES.
The NBSC delegation was composed of Benzar Glen S. Grepon, MIT, Supervising Administrative Officer and CPES Chairperson; Engr. Eleonor L. Navales; Engr. Jestoni G. Tortola; Jeremie D. Flaviano; Honey Jane S. Nasara; Riza May G. Yangular; and Mary Luz S. Pelesco. The benchmarking activity provided the team with an opportunity to learn from CSU’s experience in institutionalizing CPES and enhancing the monitoring and evaluation of infrastructure projects.
The activity featured presentations on the CPES and its legal basis by Ar. Alchor Tapayan, Director, Engineering and Construction Office (ECO), and the Establishment of CPES at CSU by Engr. Stephanie Mae Salcedo-Albores, Chief, Division for Strategic Foresight and Management (DSFM), who shared CSU’s institutional journey, process, and practices in organizing and implementing CPES.
The team also learned about CSU’s approved CPES forms and documentation procedures through a presentation by Ar. Magichael B. Cloribel. An open forum followed, providing an opportunity to exchange experiences and good practices and identify potential measures for NBSC, including training qualified CPES professionals, engaging accredited evaluators, and strengthening institutional policies and processes for CPES implementation.
The benchmarking activity reinforced the NBSC CPES Team’s commitment to strengthening the evaluation of every infrastructure project of the College from planning and implementation to completion. Guided by the practices and insights gained from CSU, the team aims to ensure that every project is properly evaluated, objectively documented, and held to standards of quality, efficiency, accountability, and compliance. Through these efforts, the team supports NBSC in delivering infrastructure that creates lasting value for its students, faculty, personnel, and the communities it serves.
